{Note:
This psalm asks a question - who is qualified - and then gives the 7
characteristics. The psalm would apply to anyone aspiring to a
position of authority. RBT says this psalm includes the
characteristics that David used to select the 30 knights of the 3rd
Class of II Samuel 23 (total of 37 knights in all).}
1a~~{Title}A psalm {mizmowr} of David.
1b~~Jehovah/God,
who
shall 'dwell as a guest' {guwr} in Your tent?
{Note: The tent was the field headquarters. David was asking God who was qualified to be an officer in the field so the Jewish army would be successful.}
1c~~Who shall 'dwell permanently' {shakan} in Your Holy Mountain?
{Note: God's 'Holy Mountain' was Zion. This was 'Pentagon' or permanent military headquarters. So, David was asking God which of his men was qualified to be on the general staff. God responded with the 7 characteristics needed in the following verses.}
{Characteristic
1 and Most Important - Spiritual Maturity}
2~~He
who keeps 'walking in maturity'/'walks uprightly' {tamiym},
and
practices integrity/righteousness {tsedeq},
and
speaking doctrine/truth from his 'right lobe'/heart.
{Characteristic
2 - Loyalty - Avoid Gossip and Slander of Friends}
3~~He
who does not gossip with his tongue,
nor
manufactures evil for his friend
{rea` - David here under Category 3 (friendship) love},
nor
takes up slander against someone
with
whom he is intimate {qarowb}.

3 - Divine Viewpoint on Social life}
4a~~In
whose viewpoint/sight
a
'despised person'/reprobate is rejected
but
he honors those who 'respect/fear/are in awe of Jehovah/God.
{Characteristic
4 - Man's Word is His Bond - Integrity of Word}
4b~~He
himself even makes a solemn oath
to
a despicable person and does not go back on his word.
{Characteristic
5 - Freedom from Greed (an attitude) and Cupidity (action that
fulfills the attitude)}
5a~~He
loans not his money at usurious rates
{attitude of greed - loaning money at huge rates to desperate
people}.
{Characteristic
6 - Objective and Fair Judgment - Incorruptible in Field of Justice}
5b~~And
has not taken a bribe against the innocent.
{Characteristic
7 - Stability}
5c~~The
one manufacturing/doing these things {from doctrine}
shall
never be shaken {stability}.
